To be precise and because if by "the same program" he means largely the same tracks on the same tour then yes, it is. Mingus in Europe comes from the Wuppertal gig on 26th April The Great Concert of Charles Mingus is from Paris on 17th and 18th (1 track from 17th and remainder on 18th) Only the Concertgebouw Amsterdam on 10th April from that tour was on the Jazz Workshop box.
To avoid any confusion: the concert that was released on the Mingus in Europe CD above is not included in the (excellent) Mosaic set.

Hmmmm, every source I have sez it was April 19. Edit: Just checked my Allmusic guide and IT says April 17, 18, AND 19. So everywhere I look it's differeent. Anyone know the exact dates? My Penguin simply says: 4/64.

Looks like an LP sleeve; it has the LP catalogue number at the top, before "STEREO". I don't think it was ever released on a "legit" CD. Mosaic were thinking about a Jimmy Giuffre Verve set years ago, but that never materialized. Talking about Giuffre and Mosaic, their long OOP The Complete Capitol and Atlantic Recordings of Jimmy Giuffre set is excellent.
