Joe Strummer could write some impressive lyrics that were accessible and never pretentious. "The Right Profile" is a great example of a song with a quirky subject that in anyone else's hands would've come across as stupid. "The Card Cheat" could easley have veered into being bombastic and overwrought, but Joe deftly made it a song that most everybody can identify with on some level. The man was a poet as much as Dylan.

I would choose many of the ones already listed. But a shout-out to Jason Isbell. He consistently writes great lyrics.

Bob Dylan especially from Freewheelin' through Another Side (at its best, like Chimes Of Freedom).
I think A Hard Rain's A-Gonna Fall and then Chimes of Freedom are his best works.

Bono is another one I thought of.

And when it comes to Metal, I think both Steve Harris and Bruce Dickinson have written some good lyrics over the years.
