Is 256 at least twice as good or is there something about the MPEG that needs less kbps?

The reverse is true. AAC is already better than MP3 at 128.

mp3 (MPEG 1 layer 3) encoding is regarded as less advanced than AAC encoding. So given equal bitrates, AAC is considered superior.

256kbps AAC, therefore, is considered superior to 256kbps mp3 (and therefore, as Tyler says, 256 AAC would be even more superior to 128kbps mp3).

256kbps AAC has become something of an AAC standard because of Apple. After initially encoding all iTunes Music Store tracks as 128kbps AAC, they then doubled it to 256, where it stands today.

The highest standard bitrate used for mp3 is 320kbps. Whether 320 mp3 is distinguishable from 256 AAC is a matter of opinion.

As @tmtomh posted above, it has twice the bitrate, rather it is twice as 'good' is a subjective opinion. :D It is more than twice 'better' than the tin can in a tunnel sound IMO (in My Subjective opinion).

Very good reading, and many items that can be discussed more here.
