Is there a noticeable difference in sound quality when a CD is advertised at 24-bit remastered? Or is it a marketing gimmick? I'm assuming the CDs themselves are still 16-bit/44.1 khz???

Yes, the CD will end up at 16-bit/44.1kHz as that's the one and only redbook CD standard.

As for the 24-bit mastering, put it this way, anyone not doing digital remastering at 24-bit word length in 2013/14 should not be in the mastering business! Thus to say that a release is 24-bit remastered might be a good thing to see 10-15 years ago, but at this point it's marketing pure and simple.

For the most part the ABBA remasters are HORRIBLE sounding-

it'd be great if someone could do a proper remaster on them -

    Steve?
