Can a bluesound vault digitize of all of the above formats?

NO, only CD or in the case of hybrid SACDs the CD layer.

Ouch. I'd like to get something to begin burning all of my music to the digital realm, but I want something that's going to give me the high-rez albums in all their glory. Any suggestions?

DIY is really your best choice. Ripping hi-rez usually involves bypassing some sort of copy protection, which means 3rd party options are limited and typically (eventually) get shut down.

Most hi-Rez PCM on DVD or Blu-Ray which has copy protection can be easily bypassed. Ripping DSD from SACDs is a little more involved and requires the right eqpt, but if you have the right eqpt it's pretty easy to rip.
