I have a sealed record for sale for 8 bucks. You send me a lowball offer of $3. I counter offer with $4.49 and you vanish. Doesn't matter what the record is. You're interested and it's still sealed. That makes $8 a reasonable price to begin with regardless of what it is. Except perhaps if there are known issues with some pressings. But I offer a solution for that so it doesn't apply here.

Help me understand any justifications for turning down a $4.49 counter offer on a brand new sealed LP?

There was a forum member who contacted me about some LPs a while back. Made a lowball offer which I refused, but he still seemed interested in buying them, and then suddenly ceased all communication. Days later, I sent a PM to see if he still wanted them, at which point he told me that he didn't have the funds.

Then, a month later, he contacted me again to see if they were still available. I said that they were, and then I never heard from him again.
