Some LPs were manufactured specifically for armed forces radio back in the old days. I have one of these, Johnny Cash - Country Style USA Radio Shows (1958). It's pretty danged good. I don't know if this is one of these but it's a possibility.
I'm guessing that the stamp was for goods to be sold at military bases. I don't think it had to do with Armed Forces Radio, because the stamp isn't a promo stamp—it says the item is for sale.
And there are also ABC releases with this stamp. And ABC issued some special compilations for this market.
