Something to play as you're cruising along the coast as the sun slowly sets, GTA Vice City style. Or as you're driving in the city under street lights after the sun has set and the streets are quiet and clearing out.

    +1 on these two songs

"To Live And Die In L.A." (especially the way it was used in the movie of the same title) definitely evokes driving at sundown while "Cry" had a great repurposing in a Miami Vice episode (with Ted Nugent as a guest star )

    "Cry" in Miami Vice:

Chilled out 80s: IMO, nothing beats the first 2 Blue Nile albums.

Also, you're on safe and excellent ground with virtually anything by Prefab Sprout or China Crisis. A good chunk of Style Council's output is fairly chill as well. Also, select songs by the Blow Monkeys. IMO, China Crisis and Blow Monkeys (who get little to no attention here) would find many fans on this forum, considering the love of Steely Dan and all the Paul Weller incarnations.

The last Destroyer album, Kaput, is very retro 80s slick and relaxed.
