According to the man himself, McGoohan had an early morning meeting with Lew Grade and told him that he had enough of Danger Man and that he had an idea for an new series. He showed Grade a pile of plot lines and character outlines so on. Grade gave him the go ahead and Pat set up Everyman Films with David Tomblin. George Markstein who co-wrote the first episode and was script editor on the first 13 episodes, claimed that McGoohan told him that the Number Six character was John Drake.
Incidentally there is a John Drake in 'The Prisoner'. It's the name of the actor playing the cricketer in 'The Girl Who Was Death' episode.

The Prisoner rules, but I still can't figure out those big white balls on the beach. :)
