Heavy metal was created in the 70's. Black Sabbath and Judas Priest are two biggest names of heavy metal genre from the 70's.

In your opinion, are there any other 70's bands that can be considered metal besides these two?

Uriah Heep isn't 'metal' (I think they're on the heavy side of prog rock), but they definitely inspired a lot of metal bands, especially through their fantasy themed lyrics and vocals.

Deep Purple are not exactly metal, but have been considered to be a precursor band to metal.
And at their best, they are great (eg. Machine Head, Made in Japan, etc).

Back in the 70s, the term was applied to heavy rock bands not currently considered Metal, such as Led Zeppelin, Van Halen and Aerosmith. The definition changed in the 80s when all of a sudden there were hundreds of metal sub-genres.

Scorpions were heavy metal. UFO was metal. Rainbow was metal that ventured towards both prog and pop. Motorhead was a punk-metal hybrid.

Nazareth? Maybe more hard rock than metal.

Rainbow and Motorhead are the only other bands that I can think of that I would consider to be metal, and even they are on the line between hard rock and heavy metal. I think prog and punk both had to come and go before metal could really get going. The late 70's artists like Judas Priest, Motorhead, and Rainbow were the ones that picked up the pieces of those genres and combined them with what Black Sabbath had started, creating metal as it existed in the 80's.

    This.

Never even heard of these guys before I got here. And I did not like them at first - the singer takes a bit to get used to, at least for me - he sounds like Geddy Lee which is a bit jarring considering the musical approach.

But if the OP is a big Sabbath fan, Budgie is a must - or at the very least give them some serious consderation and/or time. The first 5 albums is where most of the gold is, imo.

I believe you'd also need to make a case for Hawkwind at their heaviest.

Sir Lord Baltimore ("Kingdom Come") - this actually was the first (in print, Creem magazine,) "Heavy Metal" band.

King Crimson. They weren't "heavy metal", but they certainly could get damn heavy.

Who doesn’t consider them metal? Who changed the definition? Did I miss the memo?

    Most metal fans.

Zep is today considered one of the innovators of metal... But were a bit too stylistically eclectic to be defined as metal themselves. Maybe 25% of their material is metal? (Not that metal bands can't stretch out with acoustic ballads and folk tunes, etc.)

VH guitar innovations were obviously hugely influential on 80s metal... But VH was rarely very heavy themselves... and exuded a silly party vibe that is out of step with most metal outside of the now-disowned LA hair metal scene.

Aerosmith... seriously? Lol "Nobody's Fault" is pretty intense for 1976, but I think Aerosmith is pretty borderline even when applying 1970s standards of heavy metal.
