I think Robin Gibb had much soul in his voice, quite evident on this track:

 

Also, his great singing on the soul medley that’s on the second side of “A Wizard, A True Star.”

 

Tam White......Wish I could find better examples but this one is pretty good if just a little Ray Charles slavish!

 

Dusty Springfield is almost certainly the best of the bunch. There aren't many singers period who impressed Aretha - she did.

Tom Jones certainly had the voice, but the hits - while iconic - aren't exactly soul classics for the most part. Unfortunately.

Daryl Hall managed to never embarrass himself.
Terry Kath, as others have noted.
Tony Joe White (Tina was a fan).
Rod Stewart (who held his own in a duet with Tina).
And speaking of duets with Tina, David Bowie, who bizarrely reinvented himself as a coked out soul brother on Young Americans and somehow made it work.
Pre-heroin meltdown Boy George.

Best of the bunch for the boys was probably George Michael, though. I don't think the rest of them could have credibly pulled off a duet with Aretha. He had a massive hit with one.

While Hall may have the more recognizable voice, I actually think Oates is more soulful.
