It sounds like a soundcheck/level-read to me. It's not like it's a proper song with any real effort or anything. Thus, released thirty years later as an outtake.
He was a member but there were other members that weren't inducted as well (Stu). They focused on the four because they made the albums that mattered. It would have been a nice gesture but I've never really considered Pete to be a particularly good drummer. He's better than me though.
The Beatles were masters at the thing you mentioned in the original post no band did it better to my knowledge than The Beatles.
Rubber Soul was remixed in 1987 by George Martin, when they prepped the British albums for CD release.
