    Believe it or not, not everyone thinks that The Beatles and The Rolling Stones are the Best Music Artists to come out of the 1960s, which I assume was the intent of the OP, but if it was referring to Music Artists from England, then I would go with:

    Peter Gabriel
    David Bowie
    The CURE

    If you look at chart performance and the infamous NME Reader's Polls in the 1960s, third place to the Beatles and Rolling Stones was without doubt The Hollies. In fact, they've had more singles in the Top 30 than both the Beatles and the Rolling Stones throughout their career. Sadly they always seemed to miss out on the top spot of the charts, which lead them to fly under the radar when it comes to giving them the recognition they deserve.

    I’d probably lose the Stones. If it has to be sixties groups, I’d go Beach Boys and Small Faces. If sixties and British, Small Faces and Kinks.

    This is the law regarding 60s British bands and will remain immutably so in perpetuity. It is not subject to appeal.

    The Hollies

    The Kinks

    The Doors

    Love

    Those bands are my personal choices. IMHO no bands after 1990 can be put in the same group as The Beatles & The Rolling Stones. OOAA. No I did not stop buying music by new bands or artists, in fact I buy and listen to more than ever.

    That's the first band that came to my mind.

    The next tier down (at least on my CD rack) would be the Kinks, Traffic, Cream, the Animals, the Hollies, LZ, etc...
