I always thought Andy Summers was underrated, in the Police Well, I just looked him up and it looks like he picked up a couple of Grammys during that period, so maybe not so underrated

Paul Kossoff of the band Free, who died way too young at the age of 25. Wasn't afraid to really use 'space' in his solos, not unlike a few jazz players I like best, i.e. Joe Henderson. Knew how to build tension in his solos, and really had an 'arc' to his solos, often.
This month's underrated guitarist thread. It's the one that a lot of people name 'Lindsey Buckingham' and 'Dave Gilmour', like a recurring dream. I think I'll hold out for March.

Willie Nelson. A lot of people can pass him off just as a weed smokin' 'on the road again' bum, but he is dynamite guitar picker.
Gilmour underrated? In another thread I got the impression that he is the most appreciated guitarist. So many of us mentioned him in their Top 5 list.
So many great guitarists, and I suppose it depends on who you are and aren't familiar with as to how "rated" they are... One comes to mind. Whoever did the guitar on Concrete Blonde's Bloodletting did a very good job
I think that all have been cover models for Guitar Player magazine at some point in time. Grant Green or Gary Duncan? Not so much...
