From the beginning until the present.

I'll go with the US, and Italy.

The question can't be answered, because comedy varies so much from country to country. For instance I love Bollywood films but their comedies are absolutely awful to my white Western sensibilities. Gay characters, for instance, are all simpering nellies. But they keep making them and their audience must love this style of comedy.

Even here in the US there's a lot of styles of comedy, apparently popular with a lot of people, but I don't find the slightest bit amusing, and I'm sure much of the stuff that I find absolutely hilarious most people would find not at all funny.

I'd also say that most of the funny movies were made before 1980, with a few exceptions, such as "Buffalo '66"

Humor is the most subjective thing of all

But IMHO if any country has ever produced a body of work to compare with the great American silent clowns, I am unaware of it.

"La Strada" is a funny (and tragic) movie. And I'm not Italian.

I still crack up over Gelsomina learning how to introduce Zampano.. From "Here he is.. Zampano!" to the underwhelming "Zampano is here" (I just laughed out loud, which I don't do very often)

Love your patriotism but I don't think Canada can claim funniest movies but rather Canada has some of the funniest "comedians" that have seamlessly integrated themselves into American big-budget productions. Consider Mike Myers, Tommy Chong, Dan Aykroyd, John Candy, Michael J Fox, and Seth Rogen just to name a small few.
