    How are we defining "soft" here? Aside from the obvious joke responses there are quite a few suggestions which are not really soft:

    Cocteau Twins? Listen to Garlands or, possibly, Head Over Heels;

    Tangerine Dream? Try the likes of Atem and Zeit;

    House Martins? Only if you ignore most of the lyrics, some of which are very acerbic and/or political - Flag Day or Drop Down Dead, being good examples.

    Judie Tzuke. If you like singer-songwriters you need to know this lady- lovely, very English voice and great songs. Best known for her 1979 hit Stay With Me Til Dawn, for the past 25 years she’s released her own albums on her Big Moon label. Her complete works, Full Moon, gets you 24 CDs for a very reasonable £UK93.99 from tzuke.com, signed if you ask. If that’s a bit much try the 1979-2010 2CD Moon On A Mirrorball from the same place....(no I’m not getting paid....)
