It or some version of it is probably also in the radio play. A lot of cut Tatooine material got worked into that.

Unlikely. If George hasn't put it back into the movie by now (see also: the Jabba scene), it's not going to happen.
As you may know, a reel of film is about 11 minutes, meaning that Star Wars consisted of 11 reels since it clocked in at two hours. I'm pretty sure all of that dialogue above was in the novelization too. I remember reading that as a kid and wondering why all of that wasn't in the film.
One of the main reasons challenging my position that Return of the Jedi is the best Star Wars movie. Jedi Rocks never, Lapti Nek forever!
The way they worked is whoever was done with their reel would grab the next reel and so on, so forth.
Is Sy Snootles that great a singer that it really matters? "Jedi Rocks" is more Motown. "Lapti Nek" is more Funkytown. It's all good.
Tattoine/Jabba and Luke resisting the dark side of the force are the best parts of the movie. More Jabba, please.
Soon after Star Wars came out, they published The Story of Star Wars that every sci-fi nerd in my 5th grade class bought. It told the plot with pictures directly from the film but it also included the early scene with Luke talking to this Biggs guy who we'd never heard of. I think that's when I first learned that they often cut out scenes from films before they're released. I no longer have this book. When I went to college, my idiot father decided to do some cleaning and threw out all of my now-valuable Star Wars merchandise I had bought including my huge stack of Star Wars bubblegum cards (I had all of them!). This book isn't very valuable. You can get it used for just a few bucks.
What were Owen and Luke supposed to be harvesting on Tatooine?....... it's a sand/dust bowl! No signs of green vegetation anywhere.
Moisture farmer Definitely one of those "this seems sufficiently futuristic" jobs that George created for the universe. Also give extra impetus to Luke wanting to get off the planet, since there's literally nothing to do but gather water.
Fortunately my parents encouraged my interest in Star Wars and so I still have all my books and the complete set of trading cards, even the rare orange set. Time warp whenever I open those boxes now.
