NO Elvis BeATLES OR ROLLING STONES
I jumped on this thread also to vote Ween.
Pleasantly surprised someone beat me to it!
Believe it or not, not everyone thinks that The Beatles and The Rolling Stones are the Best Music Artists to come out of the 1960s, which I assume was the intent of the OP, but if it was referring to Music Artists from England, then I would go with:
Always thought it was Beethoven, Bach and Bowie

If you look at chart performance and the infamous NME Reader's Polls in the 1960s, third place to the Beatles and Rolling Stones was without doubt The Hollies. In fact, they've had more singles in the Top 30 than both the Beatles and the Rolling Stones throughout their career. Sadly they always seemed to miss out on the top spot of the charts, which lead them to fly under the radar when it comes to giving them the recognition they deserve.
Zeppelin, Stones, Who. - Beatles? meh...
I’d probably lose the Stones. If it has to be sixties groups, I’d go Beach Boys and Small Faces. If sixties and British, Small Faces and Kinks.
4. Other bands
This is the law regarding 60s British bands and will remain immutably so in perpetuity. It is not subject to appeal.
Beatles, Rolling Stones and?
If we're sticking to the '60's;
Those bands are my personal choices. IMHO no bands after 1990 can be put in the same group as The Beatles & The Rolling Stones. OOAA. No I did not stop buying music by new bands or artists, in fact I buy and listen to more than ever.
Bob Dylan, and I would swap the Stones for the Beach Boys.
Yep by an English country mile, err kilometer.
The Beach Boys, though I'd like to throw The Beatles back and take Bowie instead.
I see you've squandered a perfect opportunity to employ the cop emoji. You, sir, are unqualified to cite the law.
BEATLES FOR THE WIN!!!
Beatles? See above - 4. Other bands.
Looks like a US cop so not valid in any discussion of British bands
I invoke PC George Dixon (of Dock Green) who has ultimate jurisdiction over here.
The bleedin' 'oo!
That's the first band that came to my mind.
The next tier down (at least on my CD rack) would be the Kinks, Traffic, Cream, the Animals, the Hollies, LZ, etc...
Beatles, Stones and Zeppelin are a holy trinity.
Beatles, Rolling Stones and ? and the Mysterians
Separate names with a comma.
