I'd go with Lake based on his work with King Crimson.

    Annie Haslam, from Renaissance.

Again, amazing technically, near perfect intonation, 5 octave range.

Live, in her prime, her wordless vocalizations could send shivers down your spine.

Demetrio Stratos, born in Egypt of Greek parents, before moving to Italy.

Lead vocalist for prog-fusion greats, Area.

5 octave range. He was able to reach 7,000 Hz, and to perform diplophony, triplophony, and also quadrophony. 2, 3, 4 pitches simultaneously.

Maybe an acquired taste, but he was incredible.

Died of pancreatic cancer at 34 while being treated in NY.

Daniel Gildenlow from prog-metal band, Pain of Salvation.

A prog-metal vocalist with not a lot of metal cliches. Technically very good, with power and range.

Check out Pain of Salvation's version of "Hallelujah" for an example of his skills.

Mariusz Duda from contemporary Polish band, Riverside.

Not tons of range, or power, but makes up for it with emotion and feel.

Richard Sinclair. His vocals during the Disassociation section towards the end of Caravan’s “Nine Feet Underground” from their ‘In the Land of Grey and Pink’ album, and “It Didn’t Matter Anyway” from Hatfield & the North ‘The Rotters’ Club’ continue to blow my mind no matter how often I play them. I dig his live work with Camel from the 70s too. And if you gather the best tracks from his two 90s solo albums, you’d have another really good Canterbury prog LP.

Almost eveyone who currently sings, or has sung in the past for Magma, are world class vocalists.

    Stella Vander
    Klaus Blasquiz
    Isabelle Feuilleboi
    Sylvie Fisichella

    And a few others.

And Christan Vander himself, is no slouch.

John Wetton for me. But Prog is filled with absolutely stellar vocalists like Gabriel, Collins, both Andersons, Haslam, Hammill, Hayward, Lake, Cousins, Stratos, di Giacomo, Tagliapietra, Stolt, etc. And if we can count Kate Bush (I tend to think of her as prog, but I know most people do not), she might be my second favorite after Wetton.

Hammill for me. And Maddy Prior, if she's prog (She's overlapped once or twice-- Tull, Oldfield, Mandalaband).

I appreciate the great vocalists for their unique qualities:

Greg Lake had the most beautiful voice.
Ian Anderson, and Peter Gabriel were the most charismatic.
Peter Hammill was the most intense.
Richard Sinclair for his English charm.
Frank Zappa for his rich baritone, strong personality, and devastating delivery.
Roger Waters for his sarcastic sting.
David Gilmour for his attractive, mellow pipes.
Robert Wyatt for his psychedelic, eccentric weirdness.
Kevin Ayers for his deep sound and irresistible charm.
And Adrian Belew who can play guitar and sing like nobody's business at over 70 years old.

    followed by:
    John Wetton (with King Crimson)
    Jon Anderson
    Greg Lake (with King Crimson)
    Derek Shulman

I personally don’t consider Pink Floyd or Jethro Tull (other than a couple of JT albums) as prog, which is why Ian Anderson and David Gilmour aren’t on the list.
