I think what you are seeing is that the cover 'shot' is a composite - separate photos layered together.

It is Bobby riding the bike - he's just striking an unusual pose.

 

The disembodied man looks strange and unreal to me. I'm trying to find the lower parts of the body and the legs of the guy riding the motorcycle with mustache and wearing a reversed baseball hat but I cannot find them in the photo.

 

I think that's his leg coming down with the foot obscured by the dog.

 

You are right. Regardless, he still doesn't look like any of the band members.

 

Yes, looks like he's wearing blue jeans.

I believe you can also see his hand on the motorcycle handlebars, just below Cetera's chin.
