Does PayPal keep a history of buyers' fraudulent activities?

    Since there have been an increasing number of fraudulent so-called buyers, I am wondering if anyone is aware whether PayPal keeps tabs on those instances.

    For instance, we have a thread where a thick manual was sent and the buyer claims a cookbook was sent instead. Taking the OP at his word, it appears the buyer is attempting to manipulate the system to end up with the book while keeping the funds.

    I am wondering if PayPal will have that buyer listed as potentially fraudulent due to the circumstances of the case, where the seller insists the wrong item was *not* sent. And if a number of these instances occur, PayPal will eventually consider this user as being fraudulent and possibly ban him/her from using their services in the future.

    Does anyone know? Since I haven't heard anything about this, I doubt it but am curious about whether members have heard of this.
