I have a David Bowie Box Set called Sound & Vision that has a CD Video of Ashes to Ashes but I have never been able to play the video portion. Was CD Video a format that became VCD ?

No, it was a LaserDisc/CD hybrid. See http://en.wikipedia.org/wiki/CD_Video

CD-V was analog whereas VCD is digital.

I have the David Bowie disc as well as a disc for Level 42 "Something About You", Tears For Fears "Everybody Wants To Rule The World" and Men Without Hats "Pop Goes The World". I also have a promo only sampler of R.E.M. "Tourfilm". If I recall correctly they were experimenting with a new type of cd single that included the video for the song. You can play the cd portion anywhere but needed to have a laser disc player to watch the video. I think I was the only person to get these since I was the only person I knew with a laser disc player at the time. It was a novelty that didn't last long.

You could also play CDV (and CD+G) on the ill-fated, and short-lived, Philips CD-i (CD-Interactive) player:
