Amelie is well known but is certainly up there for me. I've also enjoyed The Spanish Apartment and Russian Dolls and am looking forward to the third installation this year. Ridicule, a period piece about the politics of gaining favor in the king's court before the revolution is high up there, as is Delicattessen (sp?). Last but not least there was one whose name I can't remember that was a central Asian take on Lysistrata, where the women of a village decide to withhold sex from their male partners until the water supply is fixed (only one male in the village actually actively works towards this goal).

I actually enjoy foreign comedies and even foreign romantic comedies. I like how the different setting and different races/ethnicities provides a different dynamic than what we see here in the U.S.

Kurosawa's Rashomon. Or has somebody already said that before?

I think the o.p. should have differentiated between foreign language films and films shot outside the United States. But... I agree, those are great films.

Under that thread title, I would be allowed to name almost every film made in the world ;)

But as far an non-american films are concerned:

    - Playtime (Jacques Tati 1967)
    - Stalker (Andrej Tarkovsky 1979)
    - Wings of Desire (Wim Wenders 1987)
    - Withnail and I (Bruce Robinson 1987)
