Yes. In his new autobiography Roger says he made it out of some chamois cloths he got from a local car garage. It turns out he was a skilled at sewing going back to his teen years.

45 years ago last night. The Who perform their very famous set at the Capital Centre in Landover, Maryland on December 6, 1973.
I figured it was that - or some designer was paid big money to make it. And Roger would probably not pay someone a bunch of money.
I listened to Roger’s conversation with Marc Maron. Roger is definitely a diy guy. He probably liked the chamois shirts because he only had to rinse it out in the sink and hang it up to dry. That way he didn’t have to pay for a wardrobe manager. The same goes for Pete’s boiler suits.
