My first choice for no filler double is Electric Ladyland. No, I don't consider Little Miss Strange filler. I'm a bit tired of Crosstown Traffic and Watchtower, but clearly neither are filler.

Next would be Exile on Main Street, which I actually prefer to EL, if not by much. But some of the songs I like a bit less than the least on EL. Still, that doesn't make them filler.

Physical Graffiti is one of my two favorite LZ albums, but here I do think Boogie with Stu is filler in terms of the way I understand the term to mean.

Those would be my top 3.

A case could be made that some of those Exile songs might be considered "filler" when taken alone by themselves, but within the context of the album, when played sequentially, in it's entirety, not only are they not filler, they are essential to the album, making it flow and fill it out better than if those songs were excised from the album. You take out a brick, and the whole thing falls apart. And while not every album is like this, Exile certainly is.

'Silent Sorrow...' is the only possible piece of filler on the album as it seems to serve no purpose on the album (though it did in the stage show - giving Peter time to put on the Slipperman costume (not to mention its a pretty boring six note line repeated ad nauseam for over three minutes). 'The Waiting Room' is important to the story/plot of the album - removing it to "improve" the album would be like ripping out a chapter to improve a book (plus its anything but boring).

Actually, my first thought was "Silent Sorrow", as it only makes sense as "incidental music".

The thing about "The Waiting Room" is that it seems so unremarkable, especially for a band like Genesis, which has so many good instrumental pieces or sections of songs.

I can't think of a song on this that shouldn't be there.

This album was previously mentioned in this thread, but the bonus is that side 4 is blank, smooth vinyl, which is great for setting the anti-skating adjustment on your tonearm.

Fleetwood Mac - Tusk. You either think it's all filler or no filler. I definitely love it

I think it's half filler, actually.

You bring up an interesting example with Physical Graffiti. Yes, I do think some of the songs on the second disc are weaker, including the ones you cited. But were these tracks initially deemed subpar yet added to PG just to reach an acceptable running time for a double album? (That would make them filler in the true sense of the word.) Or were they left off their respective earlier albums due to lack of space but with the hope that they'd eventually be able to use them somewhere in the future? (That would make them not filler, regardless of how listeners feel about them.) I don't know the answer to those questions because I'm far from an authority on Zep. I hope someone who DOES know will post here. :)

BTW, even though I don't think all the songs are of equal quality, I agree with you that it all manages to work together nicely as a whole.

That's sort of like picking a Greatest Hits album and saying there's no filler because most bands play their greatest hits live.

True, but it's still a filler-free double album.
