For Blue Note, having some not in print and desirable titles in the series, like the chet baker, encourages FOMO and inspires consumers to buy the newer titles in the series or miss out. I personally doubt its about jackets or pressing availability.

In any event...its just one man's opinion based on perceived motivations....i believe they have an incentive to keep some not in print to inspire people to buy.....

I agree, and I think under “normal” circumstances, they would just press both new stuff and old stuff. But if they have to choose one or the other (which is what it looks like), it looks like they made their choice.
