The software engineers need hours and hours of speech samples in order to synthesize somebody's voice, and I suspect that'd be tough to do for somebody who's been dead for 56 years.
Why not just promote Scott Lawrence to the part? He's been voicing Vader in SW video games for decades. Having computers play the part just feels wrong.
There may be quite a bit of Deems Taylor's dialog recorded. Although he's not that famous today, he was a well-known personality at the time Fantasia was released (likely the reason he was chosen to be the MC for Fantasia) so it could be that there is much recorded dialog by him.
