Jukebox tracking problem - Rock-Ola?

    I am trying to assist a neighboring restaurant with repair of their free-to-use jukebox. As far as I can tell, it is a "Bubbler Classic Rock-Ola" model. The one remaining problem is tracking of the tone arm.

    There is an adjustment screw that controls gravitational pressure on the arm. I have maximized this, to the point where the needle housing rides on the platter, but the arm insists on skipping (it will not advance and follow the groove). I would think that this should be set to "float," anyway, and I would rely on the spiral groove of the platter to move the arm inward. There is a horizontal screw at the rear of the arm, but adjustment of this seems to yield no effect (could be that threads are stripped).
