Maybe there really is a stash at HMV HQ awaiting mail order requests

 

I went into the Birmingham store last weekend and there wasn't a copy anywhere. Makes me think that these are slowly trickling out

 

I recommend seeking out the ROIO collection Flickering Fireworks to get a taste of how Roger deals with hecklers and others who draw his ire...

With the insider info that has leaked, it really does seem like this was purely a copyright extension release, keeping these tracks in copyright for when a wider release is put out. In the meantime, they've generated interest in addition to protecting themselves. The copyright part aside, I don't think it's too uncommon for a Record Store Day release to premiere something rare and previously unheard, in limited quantity, ahead of a wider release.
