It's probably a screen capture. If you have a Mac, you press shift/command/4 at the same time and make a square/rectangle around the part of the screen you want. The image will go to your documents folder. I don't have a PC, but last time I did, there was a snipping tool located in the Start menu. It's probably still there.

If you mean how did they post it here, just use a free image uploader. Like this one. Then in the menu above the box where you post, click on the icon that looks like a picture of a mountain with the sun. Beside the smile icon. Put the image link there.
