...Both Jeffrey Osbourne and Teddy Pendergrass were originally drummers in the bands they were known for (LTD and HM Bluenotes) before becoming full-up frontmen.

Neither one count because they are far better known for their singing than their drumming. Maurice White wouldn't count either for this reason too.

...Yes, but this post expanded into " drummers who sang " in general.

Ringo's Rotogravure, Ringo the 4th, and Bad Boy are any different than the Cat's '78 album? They're like peaches and nectarines.
And as mentioned earlier, Vini Poncia

Some of these albums listed are just too good artistically. And probably no wrecked cars as well.

Black Sabbath - Paranoid, don't know what it is, but the drums make this album for me. Maybe because they sound like the kit is about to fall apart or something, that with loose drumming. It's sloppy good. (not really sloppy)

How this relates in any remote way to the premise laid out by the OP is beyond me. A PHENOMENAL album by an amazing talent - an album for the ages in fact - creative, avant garde, has none of the attributes that the OP describes (extra production, female backing vocalists, etc). It just happens to be a drummer's album but beyond that, no resemblance to middling "let's prop up our drummer buddy" stuff by Peter Criss and the like...

There aren't that many I can think of. Most drummers don't get that famous to where a solo album is demanded despite a lack of skill as a frontman. I have solo albums by drummers that I like - Jerry Gaskill, Tim O'Regan - but those guys wrote songs for their parents bands, so I knew they had the potential. Tim Davis of Steve Miller Band would be another. Most of the "just a drummer" guys never get the chance.

This looks like a 70/80s Sonora Poncena album on the Fania label.

I don't know if ""Drumming Man" appeared on ex-Clash drummer Topper Headon's albums, but his cover of
    Gene Krupa's songmade a great 12" single:

I always meant to pick this album up - never did. Anything especially catchy or groovy I should seek out on YouTube to get an idea of what's going on there?

Alan White's Ramshackled is in the vein of what you're looking for:

I sincerely love a lot of these albums, though, including Ramshackled.

The clip I originally inserted, while interesting, is not a Gene Krupa cover! Apologies, the original post was made on a computer without a sound card, so I assumed the music matched the single's cover image. Wrong!

Here is Topper's smooth cover of the Gene Krupa classic, enjoy!

Maureen "Mo" Tucker's Life in Exile After Abdication. I believe Lou Reed and other current artists guested on it. I own the Hey Mersch EP on white vinyl.
