What is a good program to edit .mpg files?

I have some files created out of VHS tapes, but it has static in the beginning and end that I'd like to cut out. Is there a free program I can use to edit these files and clean up the junk? I've tried googling and you get a million different results, and I don't want to download the wrong software.

 

"Lossless Cut" is a freeware program to cut MPEG/MPG etc.
No recoding so quality remains original.

There are others but this one is simple.
If you want more cutters always observe NO RECODING for best quality.

 

I use Audacity with some success...
