Why do Universal Records releases in the UK/Europe include download codes & the US versions do not?

I am just curious if anyone has any idea why this happens?

Some recent examples that I've come across.

The new Elton John various artists tributes, which do NOT include download codes here in the US, but are included overseas.

Elton's reissues from last year did not include download codes here in the US.

    The new Love Unlimited compilation.

The Bobbie Gentry "Live At the BBC" album.

I like to have a digital counterpart of my vinyl collection, so it's frustrating.

I figure it's something like that, but it's strange that Love Unlimited is a US act, so I'd think we would have a download versus the UK.

I remember in the early days of downloads-with-vinyl, if you were in the US, you couldn't download some of the codes from the UK/Europe. That doesn't seem to be a problem these days.
