Power Pop is more or less energetic rock that hearkens back to the 60s aesthetic of pop melody and the 3-minute single.

Here's the Wikipedia entry, which goes into plenty more detail.

I'VE always defined it as boys and girls who sing pretty over crunchy, rockin' guitars.....:D

Short answer: a way of life.

Long answer: "Power Pop" was a term coined by Pete Townshend to describe, I believe it was, "Pictures of Lily." It evolved into a form of music popularized by such groups as Badfinger, Big Star and the Raspberries: predominently male, 4-member bands (whose songs were usually 3:30, tackled weighty subjects like girls and ... well, come to think of it, that's the only subject matter! It also featured crunchy guitar lines mixed with Beach Boys-styled harmonies and Keith Moon-style drumming.
Oh, and did I mention the songs were often about girls?;)
