Gul Dukat - Star Trek DS9. Shocked no one mentioned him yet. He makes every other Trek villain, Khan included, seem one-dimensional in comparison. He's so multifaceted and there's a lot of moral ambiguity. One minute you hate him for being a racist, fascist, the next minute he's winning you over as a heroic patriot and loving father. someone people hate to love and love to hate all at once.

Bokeem Woodbine did such a great job of making this character both terrible and likable at the same time.

 

The black bull from Bugs Bunny. One of the few characters to get one over on Bugs. The way he moves, the looks, the sounds...all perfect.
