As long as you have already earned the points, you can spend them in any way, including pre-orders.

 

I'm not a Prime member. I pay no shipping on orders over $35. Isn't this the norm?

Well, there is always the wishes of the "important artist" not wanting everything on display. If you're working to get to a finished project, you may not want what you already chose to be "not quite right" to find it's way out.
