I originally took it to be Fela Kuti... but that's was just lazy speculation. Speculation for obvious reasons; if you go to the original post. Then I read the post more closely... "No particular place... in that, signs do lead to Chuck and even though it's not a color photograph so you can't see if he indeed has brown eyes; he is one handsome young man and the face is that of a young Chuck.

 

Van looks dismayed in this photo; possibly he was asked to do an encore on the potty by the producers; his mom and dad, after a perfectly reasonable bowel movement. While being lead to the loo he was overheard saying something about these grown ups in their ivory towers.

An alternative explanation for Van's quizzical expression might be that he telephoned Steve Hoffman and asked him to remaster Mystic Eyes with the tambourine part only to find Hoffman wasn't yet born. It was reported that Van walked away muttering... "those damn record company people just don't understand...
