IMHO kind of under. We as Sabbath fans were just happy to get a new Sabbath album. We course preferred Ozzy but definitely would take a Dio Sabbath any day.
I remember people generally being indifferent about it when it came out. Not sure if this was because of the constant line up changes, grunge etc. Muchmusic (Canadian MTV) played the odd video during their metal hour show. When the Dehuminzer tour came through town they played a venue that held just under 3000 people

It was not big, but it was probably a bit higher profile than you'd expect, mostly because "Time Machine" was on the Wayne's World soundtrack.
I don't remember hearing anything about it until much later. I saw it in stores, and was aware that they had a new album, but I stopped paying much attention after Eternal Idol. I had no idea it was a reunion of the Mob Rules lineup - I don't remember any promotion about that. I would have been all over it if I knew. Actually, I think I first learned about it when The Dio years comp came out.
The album got at least SOME promotion, with Time Machine being included on the Wayne's World soundtrack, TV Crimes played on music TV, and the Black Sabbath Story Vol 2 video released that also promoted the Dehumanizer album. And of course they did a live tour through the Americas and Western Europe. Anyway, I can totally imagine that many people didn't care, simply because neither Sabbath nor Dio were exactly at the forefront of the music scene at the time.
I have the first album, "Plastic Planet", which I love. It has Burton C. Bell from Fear Factory on vocals.
On a guitar geek note, the bar chord sliding going on in the “Computer God” riff must be some kind of record. I remember hearing that the day of release and thinking that it had to be the trickiest chord sliding I’d ever heard. Even the single notes Geezer has to sync up are nuts, but sliding around on chords that quickly and with that precision is hard to believe. Then they did it live and there it was. Perfectly executed. This guy gives it a valiant effort:

Here's a nice audience-shot video with more prominent guitar sound: Nice! I am not 100% as much impressed as you with Dehumanizer, and I doubt that a great band's wearing hippie clothes is a good reason to like them any less. But I like your review.
