Can Anyone Identify this Animated Character?

    Can you help me identify this character or the program in which it appeared?

    Although I can't be sure, it looks similar to the character of Sparepartsky from the animated special Rome-0 & Julie-8.
    It is possible that the character in your picture was a concept drawing for this character (it has many similarities).

    FWIW, the style reminds me of the work that came out of DePatie–Freleng / Mirisch productions like The Ant and The Ant Eater; or The Pink Panther.

    It is supposedly an animation cell. It is framed but has no writing on it.
