Can Anyone Identify this Animated Character?

Although I can't be sure, it looks similar to the character of Sparepartsky from the animated special Rome-0 & Julie-8.

It is possible that the character in your picture was a concept drawing for this character (it has many similarities).

 

FWIW, the style reminds me of the work that came out of DePatie–Freleng / Mirisch productions like The Ant and The Ant Eater; or The Pink Panther.

It is supposedly an animation cell. It is framed but has no writing on it.

 

Maybe it's an un-named character designed for advertising (like a cereal commercial)?

 

Maybe it's a sketch for a possible "Mecha-Muttley" spinoff...?

 

It looks very Hanna Barbera ish to me - though I cannot place it.

 

I agree about the look.
Speed Buggy had very similar styles.
