    Richard O'Brien voiced Ferb's father, Lawrence, on Phineas and Ferb. During a Halloween episode they spoofed The Rocky Horror Picture Show.

    In the last series of 'Prime Suspect' someone asks Helen Mirren's character, "Who do you think you are? The Queen?". :)

    Not a reference to a TV show, but a TV commercial on St. Elsewhere. Steve Allen and Jayne Meadows appeared as Dr. Ehrlich's (Ed Begley Jr.) parents and he made a reference to Mocha Mix non-dairy creamer, for which Steve and Jayne appeared in commercials for during the early 1980s.

    Obscure, but still...it fits the criteria.

    In Scotland there was a program called Chewin' The Fat featuring a pair of writer/actors in various skits with a supporting acting troupe. They came up with a hot local catch phrase that caught on in the country, "Gonnae no dae that!".

    One of the other skits on this show featured two old men, singing bawdy bar songs. They eventually created an entire show around these two characters that ran for 9 years (under ten episodes per season), Still Game on the BBC.

    On one of the Still Game programs, when needing a clever line to say, one of the old men characters quotes a slightly altered 'no dae that' quote, which was then immediately dismissed as being too cliched and old. (Which was the little inside joke.)

    In a season six episode of House, Hugh Lawrie attends a costume party wearing clothes and a wig that are intentionally reminiscent of his role as the Prince Regent on Blackadder The Third.

    How about a prequel.

    In the 1st season of Big Bang Theory, Rajesh suggests they get "the actress from Blossom" to fill out their Physics Bowl team, to compete against Sheldon.

    Frasier, in the 11th season; guest star Laurie Metcalfe, playing children's entertainer Nanny G, says to Kelsey Grammar as Frasier, now having played his part through Cheers, and 11 seasons of Frasier;

    "Have you ANY idea what it's like to play the same character for 20 years ..."

    Not sure if this fits the premise. On Scrubs, J.D. spots Neil Flynn - who plays the unnamed Scrubs character "Janitor" - in a small role in the Harrison Ford film The Fugitive. J.D. confronts Janitor about it, but he refuses to confirm it was him acting in the movie. At the end of the episode, Janitor comes clean that it was him in The Fugitive, and swears J.D. to secrecy. Pertinent scenes from the Scrubs episode patched together:

    Lorenzo Music, who was the voice of Carlton The Doorman on the show Rhoda, was also the voice of Garfield on "Garfield and Friends". In one episode, Garfield answers the door and says "This is Garfield your doorman". He also wrote the theme song for the classic Bob Newhart Show, and in one episode Garfield is humming the tune as he is walking through the house.

    In the TV series Californication, David Duchovny plays writer Hank Moody. In one episode, Moody is preparing for an appearance in court. As he looks at himself in a mirror while wearing a very familiar looking suit, he mutters “I look like a ****ing FBI agent,” a reference to Fox Mulder on The X-Files.

    On Arrested Development, there were a few Fonzie references with Henry Winkler's character, including jumping over a shark.

    On DC's Legends of Tomorrow and the Flash, Wentworth Miller and Dominic Purcell played super villains and they have made several references to their previous series, Prison Break : https://www.youtube.com/watch?v=CvdbyPlOqi0

    Also from Newhart, while talking about the old CBS lineup (All in the Family, M*A*S*H, etc.) Michael reminded Dick about that "show with the shrink who stuttered."
