Obviously not Shania Twain, who was 15 or 16 and in the Ontario woods at the time... but doesn't look like Sheena Easton, either (to me). Anyone...?
I think it's Sheena - just from an unusual angle. The second shot looks just like Sheena - for reference, this would have been filmed very close to the time of the Amnesty International show:

that's a good guess somewhere else, i think on this thread, was a friendly kind of linking of JB with The Who, but the only 'sure' link i know of is a 'direct' quote by JB, unmistakably and unreservedly insulting Townshend's brand. from one of the JB biographies I own. there are more unexpected pictures in the thread, but the more i think about it the less i think it likely that is the great Jack Bruce, RIP, in that picture with them.
